It has been nearly a decade since Beijing launched its latest round of state sector reforms. Progress has been slow, and many have blamed the pace of reforms on a lack of political will. While political will is certainly necessary, that alone will not determine the extent and scope of state-owned enterprise (SOE) reforms going forward.
